I dont think this will ever happen
why?
1) SOE periodicly tries to recapture player that left with free trials to get them back soi doubt they ll delete those characters
2) SOE has proven so far it s unable to accomplish such a thing
eg. the6 weeks inactive citizens rule has been removed cause it was extremly bugged
eg. the veteran awards don t work correctly, telling people playing since start that they just qualify for 90 or 180 days
(CRSs confirmed the bug)

they wanted to do it but with JTL and the chance to get people back to swg they delayed it

No, that's not what they said, they said they would do it continuosly for every character older then 6 months.
But they never did it, I think,I didn't see one single building deleted.
