I'm trying to determine the owner of a private structure, not within a city. A CSR told me they'd not give out personal info about it. I assume I'm SOL but I thought I'd check here to verify. Thanks!

You're SOL, sorry.

Oh, if I put a City Hall down near the structure, would I get a mail notifiying me about the structure being added to the city... a mail with the name somewhere in it perhaps?

It's the journey, not the destination.... but yeah, as important as anything, I suppose.

Yes, you would get a mail with the name of the structure owner...

If you put a city hall down...they'd have to enter the structure to become a citizen...and thats within the 24 hours you get to have 10 citizens to keep the city hall up. So seems like a major waste of credits on a chance they might go to their house during that 24 hours.

That is correct for someone to declare as a citizen - but it does not matter for the information sent to the mayor of a city (or in that case - the one that put the city hall down) - you will get the name of the owner of any structure within the city limits - be it a house or a harvester or a factory...
