When are they gonna make it so mayors can make all the ground in the city level? The Guild i'm currently in has a city NE of mos eisley and the ground there has all these holes in it and things of that sort so there is a lot of wasted room. The Devs need to make it so a mayor can smooth that out for placing of more houses.

probably around the same time they make it able to pave city streets

I feel for you!! Our original city was in the EXACT same spot where you're building yours (on Radiant server though), and I wished so badly that we could fill in holes or something. I remember there was a patch back in like November of 2003 that made building boundaries more lenient. I was a mayor during this time, so I was always placing buildings, etc.. and I did NOT notice ANY difference after that patch. I do wish this issue would be addressed soon for people who want to build cities out on mountains. I definitely sympathize.

Unfortunately, never.
The terrain is the exact same on every server (with the exception of the morphing done by lairs and camps, but these are temporary and level the entire terrain under its footprint).
To be able to level the terrain would take massive amounts of coding specific to each server as they can't just use the camp/lair leveling as it would cause all kinds of probelms if the entire city limits was raised/lowered. Each part of the city would have to be leveled seperately and then stored on that specific server to be loaded as players approached.Then what happens if the city goes away?
