We had a rather upsetting momenta few days back reguarding a player who believed he had sole rights to be the city buff bot, and no one else could set up a buff shop what so ever.
It happened like this:
The player joined the city and set up a Theater where he had his 2 accounts buffing.One was a Master Dancer /Master Musician. The other was a Master Doctor. Well when he joined the city he announced that buffs would be free to people in certain guilds. Everyone else was charged a 25k entry fee to the facility and then could get buffs. Furthermore he said anyone that brought back specific quantities and qualities of resourses would get free buffs as well. Well after a short while he changed his mind and started charging everyone 25k for entry into his Theater where he was buffing.
Now normally this would not be a problem, but he was not on at all times and soon another buffer moved into the city and set up a buff shop similar and charged 10k. This upset the first guy and he demanded that the mayor tell the other buffer to leave the city. This turned into a rather unpleasent "Teamspeak" conversation as the Mayor told him he could not just kick a player outof the city that was not doinganything wrong. The guy began verbally abusing the Mayor on Teamspeak.
Well the next day the guy was asked to leave and refused, further barking from his vendors in the Theater, "Free buffs to anyone that does NOT buy anything from the vendors in the city". Also, the player logged into a shared account of the city and deleted a character out of spite. Well at this point the mayor petitioned to have this guy reprimanded with no responce, so the mayor lined the ramps of the theater with Lamp Posts, thus preventing access to the facility. In less than 15 mins, a CSR took down the Lamp Posts and reprimanded the Mayor for the action.
What can you do?

I'm sure by now the Mayor has placed a city ban on him, and everyone else in the city has put him on the ban list. Minus that, the only thing I could think of is put an opposing base down right infront of the enterance to the theater, with a scanner on it. Everytime he goes in or out....... I'd do everything in my power to ruin his business.

The problem with /cityban is that he is a citizen of the city, and it says you can not ban this player. His Theater is right in city center as well.
I compare it to being a landlord and once someone is allowed to live in your appartment complex, it takes lawers to get them out. The only problem here is, there is no legal system in game and the CSR's wont respond unless immidiate action is needed, like pulling up our lamp posts for locking him out of his shop.
