When they introduced the Siryn quest recently, it pointed people to one of the permanent cities--one of the NPC ones--to talk to the guy.
I'd love it if they could start to put guys like that in player cities. Let the mayors register the cities as "Receptive" or "Not Receptive" to things like that, and the Devs pick a player city at random to put one of those guys in on each server. It means more work for them and less uniformity, but it'd be a neat boost for the player cities.
It could be limited to one per year, too, in order to avoid some cities getting more love.
I don't see it ever happening, but I can dream.
But I'd also love to see official events happen in player cities sometimes/more often. For instance--Krayts invade Fort Krayt and a system-wide or planetary "call for help" goes out. Tuskens invade a nearby player city, and the same thing happens. A starship crashes in an empty area on the outskirts of another player city. Hermits begin to squat in a player city, and people have to go on a big scavenger hunt to get them out, lasting a week.
They've done a *little* of that, what with the Life Day Tree in Mos Kashyyyk on Eclipse, and Vader visiting a well-made Imperial player city on another server. Both being VERY COOL. I love that stuff, it really makes the world more dynamic. (I longed for YEARS for the Dark Elves to take back the Commons in EQ.

Just want to add my support for this idea. Gives the architects more ways to differentiate themselves from one another, it's another money sink because people will always want to redecorate for the hell of it. Hopefully the devs will pick up on this.
