The radial Move >> Forward command only works so far s it moves in set increments, if that's what you were using to place something against a wall after drooping/raising it. If you want something to be directly flush against the wall, you can use the /move x command where x is a numerical value of your choosing. That should allow you to put somthing as close to the wall as possible.

In some structures and on some walls paintings cannot be placed flush against the wall. I assume this is a bug of some kind. In technical terms the collision mask is off the mark. But anyway, it sounds like you came up with a good solution. I usally just place them as close as I can and leave it at that. lol
One thing I have noticed is that in other spots paintings flicker. In these cases it seems the painthing is too close to the wall because pulling it away from the wall by one or two increments usually resolves the flicker issue.

Anyone notice this about houses? They're all the same! I think interior's should be customizable.
