Player City Guide and FAQ. It has all kinds of useful information about Player Cities and some of the more Frequently Asked Questions. Not much searching involved in that, so you should be good to go.

Q: I want to start a city on Corellia/Tatooine/Naboo/Talus/Lok/Rori/Dantooine. Can I do that?
A: The number of player cities that can be placed is capped. The 3 main worlds of Corellia, Naboo, and Tatooine are able to hold 20 and the moons and adventure worlds of Talus, Rori, Dantooine, and Lok can hold up to 50 cities. It is important to note that there is also a cap on the number of cities that can achieve a certain rank. While the core worlds of Corellia, Naboo, and Tatooine can have a total of 20 cities, only 15 can be rank 3 or above and only 10 can be rank 4 or above. The moons/adventure planets of Talus, Rori, Dantooine, and Lok can have 30 cities above rank 3 and 20 above rank 4.
So yes, the cap of Rank 4+ cities on Naboo is 10. The total city cap is 20.
What you saw on Bria (the 12 level 4 cities) is a bug that has been a huge problem for many Player Cities. When a city looses rank--in this case referring to a Rank 4 city that falls to Rank 3 and loses their shuttleport--it doesn't always free up a spot of the planetary cap. So you end up with ghost cities holding one of those 10 spots. Another interesting bug is that even if they loose their shuttleport because of a rank decrease, you can often still shuttle into the city from a different shuttleport. There's no shuttleport there, so you can't shuttle back out, but the game drops you in the location where it used to be. CSRs either can not or will not do anything about a ghost city in one of the 10 Rank 4+ spots.
