You can because of a bug, but you are by no means supposed to be able to. If you find yourself as a citizen of two cities, please use the "Revoke Citizenship" option of the city you are no longer a citizen of.
Because exploiting bugs to pad citizenship is bad, m'kay?

People are already doing it. It's just difficult to prove when it's an honest mistake and meant to pad citizenship. I'm not about to tell anyone exactly how to do it.

I thought sure there was a line item in patch notes in the past couple months that made it possible for us to declare residency in more than one city, as long as they're on different planets. Of course, now I can't find it. But I was sureI saw it, because I remember being so glad it was the case, so I wouldn't have to abandon friends on Dantooine to pursue a political career on Tatooine....
