All structures to have a "Maintenance List" in addition to the current "Administrators List". Any player who is on the maintenance list can enter the structure and pay maintenance, but will have no other administrator rights. When the maintenance pool runs out, the owner plus every PC who is on the maintenance list receive a payment reminder email, with a waypoint to the structure attached.
With this system, players who want insurance against forgetting to pay maintenance during a long absence can add mayors, friends, neighbors orguild officers to their structure's "maintenance lists". Whenever anyone other than the owner pays maintenance, an email is sent to the owner, to serve as a reminder to pay the money back. Alternatively, the maintenance payment ordered by the person on the maintenance list can always come out of the owner's bank, but in that case the maximum maintenance amountshould have a cap for each type of structure.
If the friends, mayor or guildmate know that the owner will not be coming back, they will simply not pay the maintenance, nature will take its course, the structure will delete itselfand the precious lot within the city limits will be released for re-use by new citizens.
Both the existing live system and the new TC system are unnecessarily rigid, the livebeing too unforgiving, the test onetoo lenient. This proposed system givessecond chances to absenteehouse owners who at least had the forethought togive friendsa spare key,yet at the same time it provides for truly abandoned structures to be deleted when those on the maintenance list lose all hope of a departed player's return. Thus, this proposaltakes account ofallthe sensitivitiesin dealingwith abandonedstructures.
I honestly believe the changes now on TC should be completely scrapped and the new "Maintenance List" proposal implemented intheir place.

Very cool idea. This lets us have people pay maint without worrying if they'll gank our stuff.
