They could just use a house or a PA hall. Your idea won't do what you want, which is apparently give them no place to hide.

You also forget that the player who puts down the structure often has it as their residence due to the large number of lots it takes. I have a med centre in a player city and got sick of finding afk macro tumblers/grinders IN MY HOUSE. So now it's private with only my own guild on the entry list.

One thing has made me crazy recently in PvP outings. There is an imperial cityon my server of very high recognition, where most imperials hangout before battles. Occasionally we rebels have the guts to investigate the happenings of this city, we find there is a small, sometimes large, group of enemies. There is one problem, they are locked snugly inside their cantina buffing up and waiting for rebels to leave because the rebels are tired of waiting outside for a fight. Also there is a base nearby and the other day we found a block turret in front of the cantina, providing ample protection for their Fortress of Solitude.
A building like a cantina or a med center should be public, for they are like that in the cities. Players who have been city banned are the only ones who should not be allowed to enter, and if a battle is to commence inside a public facility the resulting TEFs should not kick anyone out.
The only problem I see with my idea is that buffbots will not be able to charge an entrance fee, but then again, if there is an entrance fee isn't the building technically public, just to those who have the money. Of course if entrance fees stay, that could provide for some interesting, and lucrative, PvP battles if anything like my description of cantina-based problems is to persist.
