Here is a list that my guild m8s have helped me make about what we like to see in a player city:

I'll add multiple specialization to your list...considering lots of citys have gone down...having lets say a crafting bonus/buff bonus city would keep more people from moving.

I have to go against a few of your ideas.

1)Bridges are kind of point less lol, hardly anyone uses a bridge

2)I think the lots should stay as they are when you think of it if you have the lots low you will see alot of houses around just look at how many harvester are around and imagine those as houses....yikes sure alot

3)I wouldnt mind having a no item limit on houses stops us from buying small houses or med to store stuff.

4)There is pavement in the cities well some naboo,corellia etc. I dont think pavement would make any sense out in the middle of nowhere....o wait its the yellow brick road lets follow it from the weapons base to the imperial retreat so if you are thinking about pavement around the planet, sounds dumb but if you mean player cities then i agree to that.

Bridges and pavement sound great for immersion, I have said similair things for quite some time now.
