I'm not sure if this has been suggested before, but here goes. I was thinking that a city with a Stronghold specialization should have to align to a faction and be given a Rebel or Imperial faction recruiter. This should be given to the mayor to be placed in the city just like any trainer. The cost of the recruiter should be included in the cost of the Stronghold specialization.
