Easy question to answer.
If you are holding the Guild Hall on your lots, you'll need 7 for it. City Hall doesn't take any lots at all. Any city decoration including statues, fountains, street lights and gardens take lots that the city gets based on the rank of the city. The Bank, Shuttleport and Cloning Center take lots that the city grants once you get the ranks needed to place them.
As for other structures, Cantina, Theatre, and Medical Center, you'll need to have a high enough ranking city to place them. Once you reach the needed rank, you'll need a player to place these and hold them on thier lots. I may be wrong on the count but I believe that all 3 of these require 3 lots to place.
I hope this helped you out!

The med center being 5 lots is what I've heard ... that's half the lots of an active player, and Doctor is, in part, a crafting profession and NEEDS those lots...

that just goes to show you that a player city is designed to be a group effort, not just one guy running the whole thing
