We have an individual who has registered for mayor in our city at a time when the current mayor is on holidays and so can't register himself. Is there a way of determining when the actual election will be held? Are encumbants not registered on the voting terminal anyhow?

Encumbants no longer automatically run for re-election. This changed a while back. As for determining how long until your next election, there really isn't a way to check this. I would suggest maybe checking your old emails and see when the last election was held. The next one will be three weeks (give or take) after that. Keep in mind that there is a window as to when you can register to run. A week prior to the election, registration is closed and nobody can run until the next election cycle. If your current mayor is going to be away longer than that, I suggest having someone else you can trust run against the newcomer. (remember that novice politician is essentially free to pick up now) Nothing will happen to your city if you (or whoever) wins, and you will be able to get your mayor back into office once s/he returns easily enough. It's better that taking a chance on an unknown person.

What he said, get someone you know and trust to act as interim mayor till the real mayor gets back and can retake over as mayor.

Thanks for the advice. We have ran our own candidate as a "safety" in case the final week hits before our current mayor returns. (The city cycles tomorrow)

You should be very weary of this person, There are horror stories about people losing their TownHalls/Shuttles/Cities, because Hijackers are out to free up the planet Totals so that they can get level4. Tatooine, Naboo & Corellia are the only 3 "starter" planets, set with very low City Limits, and thus are creating bad situations in-game.
