Nope, unfortuniatly, I have submitted requests for the Rotate sideways, *Tilt* and the Upside down command since Launch and still nothing....Just like I have posted that we should have more colours for houses and the inside walls, rugs and for the furniture and plants and still nothing. 
The devs give all the NPCs the cool stuff...

I agree, there really should be rotation on all 3 axes, not just one

What I'd rather see is some weapon racks and display cases created for showcasing weapons. Many times you see the classic Katana type Asian swords resting neatly on a sword rack. Something like that would really spice up a place. Also some display cases to mount pistols and/or all ranged weapons HORIZONTALLY and VERTICALLYwould really clean up the weapons display of those who do that kind of thing. This could apply to instruments as well. Still though, there really should be a function that allows diagonal rotations. And I know this is possible because I've seen swords displayed that way in NPC guildhalls. This is the same kind mind baffling question I ask myself when i see all the cool varieties of plants in NPC structures and yet unavailable to Architects; even though they have names similar to the plants Architects already make.
