Well if its a bug.. heh might be other forums for it.. but are you sure your not getting the bonus ? Could have just been a lag issue or minor thing thats fixed now ?

The med center specialization no longer does anything after the CU. It used to increase the power of buffs given in that city, but since they got rid of the old buffs, med center does nothing.
