Need some help here with anyone who has had this problem before. I had dropped a city hall in an area that we had measured out so that all 10 people that would be citizens once we dropped the City Hall. Well I dropped the Hall, got the emails about what structures were in the city limits and sent my guild out to declare residence in their houses that were within the city limits. Well needless to say, 2 of the players houses were in the city limits, declared like they were supposed too but they were not made residents of our city. I sent in a ticket within an hour of the city hall being dropped. My question is, if you have had this problem, what was done to reslove it? Did the CSRs tell you "Oh well, there is nothing we can do" or did they fixed the issue?

This sounds tricky, and shows why you should place city hall first and then add in the houses. How certain are you that the house is in the border? The "leaving city limits" message lags and doesn't usually show for maybe ten meters outside city limits. Also, it is the house terminal which must be inside city limits. We had one where the fron porch and wall of the house was inside the city, but the teminal wasn't. Another possible problem is that people haven't truly declared. Not intentionally, but perhaps by accident? For example, you can only declare residence once every 24 hours, I believe. If they have declared elsewhere in that timeframe they cannot declare in your city. These are just a couple of possible thoughts. The first time we placed our city we lost the city hall, thanks to the non-exact function of the city limits measurement.

What I did when we started our city on Infinity was dropped city hall, then lined the sides and back of houses up to city hall (the back of the house against the back and sides of the city hall). Then had some houses placed "across the street" from those.

Even if we dropped back to level 1 for some reason, we still have 10 declared houses within spitting range of city hall.
