I just recieved a message from a old city that I used to belong to. How can I find my old house so i can remove it from the city? I've looked all over, but cant seem to find it.

Just have to keep looking, there's no other way. You might try a CSR ticket, but I'm not sure if theycan help.

Could it be possible that I was still a citizen, even tho i do not have a structure there?

Yes, there is a bug that can cause this. If you want to leave the city, go to the city terminal in the side room of the city hall. Select the "revoke citizenship" option.
