Looking for some tips and tricks to moving a player city from one place on a planet to another.

lol, I really dont think there are any tricks or anything. But good luck. Good thing my guild was so patient, we went from Talus, to Dant, to Lok.

that'd be a real pain, possible I'm sure, but a ton of hassle..

The Trick to it is...
Informing ALL the individual Members who keep Houses in that City; that the City Hall is being moved to another location and all other buildings need to be moved and replaced with it by a certain time.
The problem with that is, many people will end up stalling and being really reluctant with moving their homes because they won't want to go through the trouble of picking up all their interior decorations and then having to go and completely redecorate all over again once the City has been moved.
Just like in real life, you wanna move, AND you wanna take your House with you?
Well first you gotta pack up everything inside and find a place for it all until the House is moved and in its new place and ready.
THEN, you gotta make the arrangements to have the House moved, get it on a truck and transport it to its new destination; and place it... then once that it done, you have to go and get all your belongings out of storage; and move it all back into the House and redecorate.

Can a City Hall or other structures be redeeded once they are dropped or do ya have to go and buy all new deeds?
Just dont yank up the City Hall before anything else because that would make ALL the civic structures go POOF. Do that one last.
It is doable, but you may be slowed down in your new location as people stream in (meaning your city ranking may stay lower than it was before waiting for everyone to move to the new location), which means some of your city perks may not be available until you get everyone there.
Biggest pain would be if you slipped from Rank 4 to 3 and lost the ability to drop the shuttleport wiating for every one to get there.
Also gotta make sure you have 10 peeps lined up to drop houses AND be there to grant zoning rights withing 24 hours of dropping the new hall.
Lots of planning and coordination needed to pull it off. Good luck to ya. If you pull that off, you deserve to be Mayor for life.

City Halls cannot be redeeded so it would be necessary to purchase a new one for the planet you want to relocate to. Other civic structures (garages, banks, clone centers, shuttleports, gardens) can all be redeeded by the current mayor; provided they are of the right planetary type they can be placed in a new city.
Cantinas, hospitals, and theaters are player structures. Once placed, they remain whether the city does or not. Keep in mind that there is a minimum rank for placing these structures.
You would still have to level up in the normal method, one week at a time. You can't just "transfer" from one place to another and keep your rank. Once you place the new hall, it doesn't matter if you have 10 (which you need as a minimum) or 85 as far as rank goes. You will still start out as a level one city (provided you get the 10 citizens in 24 hours), that won't advance to rank 2 until the next update cycle (provided you have enough declared citizens). Basically you have to start from scratch.
I would recommend having 10 people committed to moving at the same time city hall does. The rest can trickle in throughout the week if need be. Don't have them declare residency in their house until the new hall is placed. There is a 24 hour period between declaring residency, so if you hit a snag and they need to redeclare you could be out of luck.
The other option is have someone other than the current mayor place the new city hall. You'd essentially be operating two cities for a short time, but it may make it easier to make the shift to a new location. With the new election process, it is much easier to get a new mayor elected.
