Is there a way to find out who owns a house? I am the mayor of a new city and have noticed that there are several homes just outside of the city limits. I would like to contact them and ask them if they would like to move their house to become citizens in order to increase our city rank. Unfortunately, since their houses are private and the names convey no useful information, I have no idea how to leave them a message.

the only way, I believe is to place a structure (factory, 1 lot and name is very visable) with this message as the name & hope they contact you. I'll bet 1000000 credits that it's people who allready live in your city and are there to aviod costly taxes.

Actually, all of our current citizens are guild members and the houses I am talking about were there before we even placed our guild hall. I believe that these outsiders would benefit from our city upgrading since we would be able to place a bank, garage, cantina, etc. which they can use.
PS: We have no taxes currently, the city is entirely funded by donations.

Considering they are outside your city limits, I doubt there's much you can do. You *might* get a CSR to let you know if you ask nicely and let them know you wish to contact the owner; I'm not sure if they will though.
