What level does the city have to be to place this?

We dropped a cloning center in our city maybe a month ago. Now, here's the thing: I can be right outside the city limits, die, and it'll tell me the closest cloning center is in another city twice as far away as the one in town.
The cloning center shows up on the city map and the planetary map; is there something else we need to do to make it show up as closest when it is?

The closest one listed is always that of the nearest NPC city. If you want to be able to clone in your cloning center, you will need to store your clone data there.

I have to disagree with that. There have been times where I've seen a player city (specifically, Mt. Tantis, on Naboo, in Scylla) appear as closest.

Probably bugged. I have never seen, nor heard of, a player city being listed as closest.

Way back when, it would list the closest cloning center. After one of the publishes, however, it would only list the closest NPC city. I think they should go back to the old way, personally, as it is really hard to get traffic in PCs as it is.

On Eclipse, when living on Lok I would die & choose closest cloning facility, and it would drop me at a player city near our small town. I always figured dropping me at Nyms would be great, less of a trip to make there. But it would drop me in Paradox instead. Always assumed it was a bug.

to my knowledge, they took away PCs as the closest clone center as it was being used to grief others in PvP. Ala you clone in the PC you died in . . . and have others outside waiting for you to come out so they can kill you again.

correct, but it still is bugged, i can clone in Happyville on Lok sometimes :S
