.....What happens to houses within the borders of the city when i take my city hall down?

Nope, if you find a spot where a city used to be, you'll usually find a few houses sitting around.

If you live a city hall, do all the residents have to Declare Residence again?



Meaning, if I go to a ghost player town, and plop down a city hall... will I have like 20 residents instantly? ^_^

Assuming they all have declared residence in those houses, they will still have to enter their house for it to register them as a citizen. So, no you can't make someone a resident in your city without their knowledge.

A quick rundown: You plce a city hall and there are three houses within your border that were already there. You're screwed. The only way these people become residents of your city is if they declare after city hall is established. No insta level III population or anything like that. All you get is an annoying eyesore that will probably be there until the cows come home.
