I know this idea won't be very popular, and for some very good reasons. it's kinda invasive and it's a major change for soem people, but to bring back the wilderness that we have lost on seemingly EVERY buildable planet, i think it's for the best.
As you all know, player cities are ghost towns, save for the jedi grind cities and those nearest to the krayt yard which gets steady traffic from the shuttle to the POI throughout the day.
As you all also know, the borders of the popular NPC cities like Theed, Coronet, Bestine, Mining Outpost, and more are absolutely choked and on planets like tatooine and corellia, you cannot travel 100 meters without seeing a house.
My proposal is this:
Revoke players abaility to place houses anywhere other than a 1000 meter radius from a city hall.
This will force players to move their houses from the outskirts of popular cities and the wilderness areas into urban society.
Exception: Jedi may place houses in the wilderness, but may not /transferStructure it to non-jedi unless a city has built near it and it meets the 1000m requirement.
What this move SHOULD do is revitalize the dead player city landscape. instead of the majority of malls and vendors placed on the outskirts of theed and coronet, they will be in player cities, bringing the merchants as well as their customers into that city. This will hopefully make more cities solvent, as most run at a deficit. This will also return the wilderness aspect that many planets have lost.
This will also end the horribly unimmersive circumstance of how an npc city will have nothing around it for 1000 meters, then suddenly a massive, endless collection of houses will spring up in a perfect line around the city.
I realize many players have taken time to decorate their shops on the outskirts of popular cities. Perhaps for a 1 week transfer period, houses could be redeeded with their contents memorized by the server until replaced. this would make the house exactly the same as it was in it's old location, just in a new location and save the interior decorators the trouble of decorating again.
I feel the pros of this would outweigh the cons and would bring substance to the world of player cities. with the huge influx of houses needing to be placed. the less popular planets such as rori and lok could have the population needed to have successful cities.
Summation:
Players no longer allowed to place housing outside of 1000m radius of a player city.
Influx of merchants and customer to player cities
Wilderness of planets regained
Player cities experience population boost
Player cities no longer ghost-towns or trivial(hopefully)
Jedi allowed to place houses in wilderness
Bases, factories, harvesters still allowed outside player cities
1 week item-saving house redeeding period so people forced to move aren't also forced to redecorate.

Yes, you should have to build in a PC, however, some people have houses where a city cant be places (I for example own a whole mountain on Naboo), so instead of forcing it, why not quadruple the maint outside of a PC, this will vastly increase the desire to be associated with a city while still lettting the financial elite have their mountain villa.

I like where this is going... I would like to see:
1) the cost for a buildings dramatically decreased inside a city, while increased outside a city
2) thebuilding lotis decreased by one for any building in a city
3) collect a 'tax' from mission terminal rewards,
4) grant mayorsan ablility to see a city environment to see all buildable space
5) allow for villages to place shuttle ports (if they can aford one), this will encourage cities to be founded far from the static cities.
6) alow for certin buildings to be 'deeded' to the city, thus have their maintience paid out of city taxes. By this I mean a guild hall could be used as a mall, thus becomes public, and wont really be 'owned' by anyone and its maintience paid out of city taxes. It also would not then count against a players lots- if it is indeed public.
7) have buildings placed in cities to have a "porch" light (of differing variations like signs), so that individual street lights could be used in remote locations for ambience. To have a porch light would allow for a pollished look to a city.
8) have the developers co-ordinate with mayors to alter landscape to create a more polished environment, remininisant of the static cities, so that they would be attractive to live in. (I know that this may be difficult to impliment, but it is an idea).
9) allmow for buildings to have customizable interiors. Mayhap a customizable device can be created and sold and individual players then could alter the interior of buildings simular to their speeders.
10) building on above, I thought at least let all building floor plans be available on all planets, and that the exterior simply match the planet it is on. Thus a tatooine house could be placed on Naboo, and apear as a Naboo exterior. It would allow for more building varities, just the interior and exterior changed to match the planet it is on.
11) allow for the other three guild halls (you know, thestatic ones that are one level size)to be player owned but only placed in an actual city, this would encourage more guilds into player cities.
12) I love the interior space of aNaboo guild hall, but I would like to see the interior walls and floors to be like a Naboo large house. Even the basement. This goes in had to number 9.
my 12 cents anyway.. I am sure I have other ideas..

another great idea to promote people keeping their houses inside of cities, but allow them to place them outside if they really want to.

These are some really great ideas! I have been playing for a long time and have recently been toying with the idea of making a PC because I am trying to keep my Guild together. Some of the ideas here are answers to the issues I have with becoming a member of a PC (allowing villages to have shuttles) and some are just good common sense! Keep the ideas coming!
