Absolutely true. It happened to me when I switched cities. Simply go to your old city's hall and use the city management terminal radial menu and choose revoke citizenship. It takes you off that cities rolls only. Your current residence is unaffected.

There is a bug right now that doesn't let you use the terminal for about a minute after you use it once. Anyone, even non-citizens, can use the City Management Terminal (the one in the room with the library stacks). That bug just makes it difficult to do so.
If you're only getting the "Examine" option, wait for a little over a minute and then try again. Don't try it sooner, because each time you try to use it the timer restarts. It's annoying, but it can be worked around.
There may be an actual command to acheive the same thing, but I'd have to check the command list to see what it is. If you don't have luck with the terminal, type // in your spatial box and a huge list of commands will appear. Just scroll up in your spatial tab until you find one that sounds like "Revoke Citizenship".
