- how many lots does it take up?
- how much is maintenance compared to a...small generic house?
- can i declare residence in it?

City hall takes up 0 lots and has no maintenance, per se. Maintenance in all city buildings is paid through your weekly city budget. Our city currently has a budget of about 65K. Hmm... Come to think of it, that might not be weekly. As far as residence goes, you cannot declare in your city hall, but... As mayor you are automatically a citizen of your city. You don't need to declare anywhere. I would recommend declaring somewhere, though, because if you end up not being mayor for whatever reason you will be homeless and at the mercy of another player to grant you zoning rights.
Now if you mean that you want to place a city hall just to live in without being a city then you are out of luck. This structure cannot be placed for use just as a house.
