I looked through the FAQ and didn't see it mentioned, but can you 'skip' ranks if you have sufficient population in your city? say that we go from newly placed outpost to having the required 35 for rank 3 or 55 for rank 4 (yeah, dreaming about the second one ^^) within the first weekly update of the city?

Unless things have changed recently, no. You must go through each phase in its' entirety.
