I left a player city that was dying about 4 weeks ago and set up a house just outside Mos Entha and declared residence there. I am still getting e-mail and taxed from the player city and I have to declare residence every time I log in.... *sniff* sniff* doI smell a bug?

If your former house was on a different planet, then you are still considered a citizen there although you declared somewhere else... You would need to go to your former city's terminal and revoke your citizenship status manually... No idea really if it is a but or working as planned...

It's definitely a bug, and one that's been around for awhile. Definitely go to the City Management Terminal in your old city's City Hall and use the option to Revoke Citizenship. That *should* take care of the issue. Check thecitizenship list when you've revoked to make sure you were removed.
You'll need to wait about a minute or so between uses on the City Management Terminal. It's bugged, too, and will only give you the option to examine if you don't wait.
