Cantinas have to be placed in cities? What if the city shrinks and is outside the limits? Can a Chef, Dancer, or Musician place it and then transfer it to another player who isn't one of those profesions?

If your city shrinks, then I think you lose it anyways, can't remember right off hand. But yes, you can transfer it to anybody who can lose the extra ?? lots that it takes. Anybody can be owner, but it takes a master chef, dancer, or musician to place it.
Ummm......no.
To answer the questions of the original poster:
Yes, cantinas have to be placed in a player city. Once placed, the cantina will stay as long as maintenance is paid, even if the city dies. And you must be a master of one of those professions in order to place a cantina or have one transferred to you.
