The skill requirement for a structure only applies when a structure is placed or transferred (the new owner has to have the requirement). Once it's placed, you're fine if you drop that skill.

Our master dancer placed our cantina a while back, and now she needs to know if she drops master dancer if the structure will be condemnedwhen she drops master dancer and maintenance is taken or attempted to be paid.

I have never in 10 years seen a game throw out and replace so many game mechanics and features, essentially making a new game as they feel the inclination. It's just sick and very disturbing in soo many ways. Great games build on the mechanics and add things to it, not trash them and start over.
