Trying to build a city on rori but i cannot find good land as there is little rivers everywhere lol , when you place a city hall does it flatten alot of terrain down?

Not particularly. All the normal placing rules for structures apply.

There are some fairly large mesas and highlands that have usable area. The lowlands, as you say, are kind of a problem.

If you want, you can contact me, I'm on the Tarquinas server. My guild used to have a city on Rori. I could go to the exact waypoint for you and tell you what that was. We almost no problem at all and ended up having a fairly massive city complete with bases scattered everywhere.
