Bear with me as some may not be possible. As a non politician I come to this with an open mind. I am a militia member of my city.

1. Cities for all intensive purpose are glorified storage sheds at this point. There is no REAL draw other than shopping, for me to check out other cities unless I am invading them. Some of this is mayor related and doesn't need extensive code, and some does.

a. Mayors should be able to choose from a list of design specifications. ie. predetermined layouts, then houses and buildings fit into it. City decorations should increase in amount and flavor. We create museums, zoo's and many other things. We need the option to have NPCs in cities. Such as criminals, friendlies, farmers, etc that add to a predetermined layout.

b. Mayors should be able to apply for a POI ranking. It should be voted on by visitors at the city hall. Non residents only.

c. Mayors should be able to apply for a "sister city". This is where another city on another planet would have co citizens. I could drop a house in my sister city.

d. I can't stand the fact that grass in my city on corellia is growing out of control. There should be some sort of terrain changing. Streets is a good start. Especially if mayors had the ability to connect player cities. I agree to have a road connecting the next city over. When people use this they get a +50 to terrain negotiation, bikes/speeders travel faster and there can be houses lining the road placed by either city member that the street connects.

e. Apartments are a good thought, those should be placed only by a mayor.

f. City halls have little involvement. They should have more than just elections and statistics. A city hall should provide some city history information, options for mayor to have events (spawned furniture, music sets etc that are same in all city halls, like factional perk purchases

2. The future of cities depends on specializations

a. fix all current specializations

b. add some more interesting ones (hunting club, resource center, entertainment capital etc)

c. have city laws posted on a pop up screen when someone enters a city whether it is via shuttle or ground mayors write these laws. If they are not followed it causes the lawbreaker to have -100 terrain negotiation or something inconvenient. For instance in our city I would love to see where we had a weapons ban in public buildings. If players do not holster the weapons, the door is red (blocked) from entry, or no vehicles allowed in town, where there is an auto dismount at city border

I will add to this as i think of more but it is a start...

Love the idea, but would prolly fail. Why? The devs have this nifty little expression that is basically: "would exclude people." So because someone can't place their house by a lake if the design wouldn't allow it, then it would be exclusion....go figure. Plus, what you described there sounds a lot like an NPC city, which is ironic b/c it would help get visitors but would go against what the devs planned for PCs......as if they actually ever plan anything two weeks ahead of time, lil' buggers....

Nah, they can just look up the city if it has reached a certain point anyways
c. Mayors should be able to apply for a "sister city". This is where another city on another planet would have co citizens. I could drop a house in my sister city.
Possiblity of being exploited. Don't ask me how, but the devs always add in some stuff that winds up nerfing some stuff along the way since they have some lazy coders....

Won't happen at all. Without going all technical, if the streets were possible to place, they'd dramatically increase lag, not to mention look ungly as all get-out.
e. Apartments are a good thought, those should be placed only by a mayor.
Good idea, been posted a lot around here.
f. City halls have little involvement. They should have more than just elections and statistics. A city hall should provide some city history information, options for mayor to have events (spawned furniture, music sets etc that are same in all city halls, like factional perk purchases
Good idea, but since the Devs are lazy they will jsut say they have given us player events from hotels to purchase, and that gets them out of anymore good non-combat fun development.
2. The future of cities depends on specializations

a. fix all current specializations
True.....although the Stronghold specialization might be iffy since it would infer PvP, and go forbid that people fight in cities and *GASP* EXCLUDE OTHERS!!!! /extreme sarcasm off
b. add some more interesting ones (hunting club, resource center, entertainment capital etc)
Meh, I'd just like to expand upon the other ones, perhaps increasing in bonus as the city grows.
c. have city laws posted on a pop up screen when someone enters a city whether it is via shuttle or ground mayors write these laws. If they are not followed it causes the lawbreaker to have -100 terrain negotiation or something inconvenient. For instance in our city I would love to see where we had a weapons ban in public buildings. Could work, but the mayor would have to have a checklist so it wouldn't be about greifing, and also make a 24-hour wait period if you change a law. But other than that it sounds just like cityban.
I will add to this as i think of more but it is a start...
