So it seems on the planet I live on in my galaxie, there is a cap and we can't get our city of 50+ players to rank up as it is stuck as too many other ghost towns exist.

I suggest that is a player has not logged in for 2 months than that person's house does not count toward the city population. The house can stay and whatever in case the player comes back. The only thing that would be a problem if the account is disabled for too long and they do a wipe on the houses. I think this should be done more anyways.

But by taking the player out of the city population count, more ghost towns will drop rank. The player can still keep his house, but the city will start dropping so other living towns can rank up.

For instance. There is a town that has about 10 people there. The mayor lives on a different planet!!! HE will not drop the city as he has his personal houses there and doesn't want to loose his shuttle for just 10 people. The rest of the players either quit, or moved to a different planet but becuase of bugs and whatevers, they still have a house and residence in that ghost town. This is really getting old and something needs fixed.

I think your idea has merit, I am not sure if it is the right solution but something needs to be done about the ghost towns, the thousands of abandon homes all over the servers, and the lack of SOE's caring about its PAYING customers and looking more to take care of those who no longer play the game.
