A little less drastic than deleteing the buildings, it woudl be nice if the mayor or another admin could at least pay maintainance on the building to uncodemn it. At least then it could be used for something besides wasting space, items could be removed, etc..
Or instead of evicting a building, how about once its condemned, the city mayor can transfer the building to another player, then the structure could be disposed of, used, whatever.
I'm sure these have probably been mentioned before.. but its fresh in my mind right now.

There is no way to accomplish this without exposure to serious griefing. The current option of 'rolling up' houses is by far the best one and I'm sure it will be implemented in a release or two - once they get the kinks worked out.
