I think it would be nice if like the Garden upgrades that the City Structures could be upgraded as well. Once a City reaches a certain level they are able to upgrade say the City Hall to a slightly smaller version of the Capitol Buildings to show their growth in more than just numbers of houses. Likewise you could upgrade the Cantina, Shuttleport,Hospital, Theater, Bankand Cloning facility. In my opinion it would make the player cities a little less cookie cutter of the same thing that's in every player city on the map to see different types of City building instead of the same ones in every city on a specific planet.
