I was wondering how much leeway is given with reguards to civic structures being built near the edge of town. Does the footprint have to be all the way inside the border? Can one tile hang outside, perhaps only in certain areas? Do you simply need to be standing within the city limits to activate placement? Thanks!

I am quite sure the structure management terminal has to be within city limits. I had a medium house on a city border a few months ago and even though the structure was inside city limits (according to the mail I got right after placing it), I couldn't declare residency in the city as the terminal was just 50cm outside the city border.

I would agree with that. I'm assuming that doesn't make the difference for placement though. I make that assumption on the basis that I can't see spinning the structure to have the terminal in the city limits working as far as allowing placement on a civic structure.

That is exactly true. Any structure, civic or not is in the city if the terminal is in the city.

I'm not trying to be difficult, just clear. What you're saying is, if I'm standing in the city limits, I can place a civic structure outside the borders a bit by rotating the structure in such a way that the terminal falls inside the town?

yes
Goes for any structure. If the term is in the radius...its in the city.
