is it possible to transfer the ownership of a house over to someone else without redeeding?

Yes, target the one you want to transfer the house to and use the /transferstructure command.

There is command:
/transferstructure
Player who is owning structure targets player and uses that command (I think ...never actually used it byself, but I have give some building with this command)

do you have to be near/in the structure? im guessing you do or how will it know which structure you want to transfer!

When you transfer ownership does it automatically cancel any city residency?

Yes, both players have to be in the house.

Be in the house or extremely near factory to be transferred
Target player to be new owner
Type /transferstructure
Ownership will be transferred to targetted player
If there are no drop/no trade items in structure you will receive an error message while trying to transfer
If structure is skill based (merchant tent, cantina, etc) and target player does not have the skills toplace you will receive error message
Once transferred the previous owners name is removed from admin and entry, new owner must add you to it ( if they so wish)
Name of structure will stay at previous name until new owner changes it
Houses and factories do not need to be empty to transfer ownership

Yes and No. It depends if the house you transfer ownership on is the house where you have you residence declared yes. If not of course no. I use this command alot in my city when getting new residence I will place the house where I want it then transfer residence to them and have them declare their residency. Also, if you have more than one structure in a city you only declare in one. Hope this helps.
