just a thought, and I know the is a solution to a non existing problem but..
How about if a player city could lay buildings down, and players rent them off the city, this would solvea fewproblems.
1) The city planner has total control over the city layout and future planning
2) When players leave a city, they sometimes take the buidling with them leaving a rather large hole
3) A tenancy agreement would have to have a 'notice' period if you will - say 30 days, where if one party wants to cancel they can do, any items left in the house at that time could go straight to the players bank - straight into storage if you will
4) A mayor or guild leader would no longer have to give a new player or resident money for maintenance, the city treasury would pay it
and
5) rents could be set by the city itself, thus allowing a month's grace period for new players to build up some money.
I know that these ideas are largely technically unfeasible but as a new mayor I am interested in what people have to say

Ok, ideas are interesting. You can already verbally agree to this some what. I did it before. I shared a mansion with a player and rented out for 350/C.

just thinking this way though, and i know i am expanding the idea somewhat, the lots would not come out of a players allotment though, rather a city would have a lot 'pool' that grows as the city does

Yeah I agree fully.
Would add a certain form of Roleplaying to cities I suppose. It would save the hassle of having people on milita placing a house for someone, then having to move it, the whole city could just be laid out, ready for the citizens just to move in.
As for the lots I'd say city space should be given in lots, rather than distance. Say for example, an outpost gets 20 lots, Village gets 50 lots and so on, with different ranks giving different amounts. They could then remove the lots a player has, so that they can only place houses in cities. This would get rid of those masses of tax dodges, and also it would hopefully encourage people to seek out a city and get more involced with other players.
I agree with you on your last point as well unfortunately. It is likely this is soemthing we would never see ingame, but could be incorporated in someway providing...You never know, the devs have been fixing bugs lately so this could be a step forward for SWG
