Quick question. I assume that you need to be a mayor and be within city limits to place gardens. Is that correct?

Yeah I know it sucks. I wish anyone could do it anywhere. I put one right outside a house and keep it as a place to be peaceful and act like I'm a Jedi. God I want to be one so bad.
