I think this could be doable without adding lots of lag, and would be an AWESOME feature!
Here's how to do it (my apologies if someone else has come up with this before)
Make them instanced. Much like say, a multi passenger ship. Basically someone goes to the building lobby, selects where they want to go, and BLAMMO! they are transported to that place, where there may or may not be other players. Make some buildings residential and some commercial (with shops that can be made public and have vendors placed in) working much the same way.
Make it really expensive (say 1000 creds/hr) so that it's a money sink for rich players.
I'd love to see this. For one thing, it'd be fun to be able to LIVE in Coronet. Also, it'd make a LOT more sense for shops to be IN the city instead of in a ring of buildings on the outskirts...
