Okay, so we've met the 55 citizen requirement. We waited for the advancement timer to go by, and now I get a message saying it will update with the next server city advancement pulse. What the heck does that mean? DO I have to wait for servers to restart?

no...a pulse is when the server actually goes through an update cycle...it counts your citizens, structures, etc & then sets any changes then. can be anywhere from a few minutes to a few hours depending on when the last pulse was. and no, there's no way to tell (as far as I know) when it'll pulse.
