I have to preface this by saying all the information I have received on this subject is second-hand, but I am wondering whether what I am hearing is even possible, hence this post.
Currently on Starsider we have a certain megalomaniacal player who is trying to take over others' cities by any means necessary. We're trying to pin him down on exploiting to get him banned as he is making the game a living hell for a lot of people and causing more drama on the Starsider forums than you see on TNT in a good year.
What is being reported is that this player will go into a city, convince a resident of the city to allow multiple cross-server players to declare residence in that resident's house so as to generate votes, and then push through a Mayoral candidate.
I don't think this is possible, as to the best of my knowledge only the owner of a home can use said home to declare residence. I'm the first to admit that I am not up on all the mechanics of cities, mostly because what little I do know tends to infuriate me as the controls over city management are woefully inadequate- but it is precisely the inadequacy of these controls which makes me think this rumor might be possible.
So - has anyone ever heard of anything like this?

I've heard the exact same thing, probably about the same player. Then again, the source could well be the same for this.

Well, in order to delcare residency, you must be the owner of a structure. But if this person is somehow convincing people to /transferstructure, then the scenario is indeed possible. It should be noted that this is not an exploit. Slimy, maybe, but not an exploit. It all goes back to the mayor retaining control of their cities. A mayor must be selective in whom they allow into their town. They must also be very explicit with instructions to their citizens (ie, Under no circumstances is anyone to allow new residents, period.) As your example shows, it only takes one little mistake to screw up a whole metropolis.

Yeah..sounds like they may be declaring residence, transfering the structure, having the next person declare, transfering it again, and so on. That really sucks. I think (though Im not sure) that as long as that original building stands, they'll all still be citizens, even if they no longer hold thatstructure and even if they end up declaring elsewhere in another city.:/I kindafound that out on accident once. Transfered a house to an altto organizelots, who ended up declaring with it, and somehow endedup with two toons havingcitizenship through one building. Havent messed around much with the entire thing to see if it was just a fluke or not, but somehow, its possible.
The entire residence thing in reguards to citizenship is really buggy...or if it is working as intended...it's really...strange...

It's not working as intended. It is supposed to be that you can only be a resident of one player city at a time by having a house in that city in which you have declared residence. Anything else is not working as intended and should not be exploited.

Question for you, Khristen... If I am a citizen of a city and vote, but leave the city before the election is over, does my vote stand? And regardless of the answer, how is it SUPPOSED to work?

It is not *supposed* to stand, but all reports suggest that it does in fact count even if you leave the city. For people who try to do this purposely, it *is* an exploit of the bug.
Only the votes of actual citizens should count and only players with a residence in the city limits should be a citizen.
