1. Place a City Hall.
2. Place a House within city limits
3. Get a "you've placed a structure within this city"-mail
4. Declare citizenship
Is this the right order?
What if #3 doesn't happen?
The thing is - the house being placed in #2 is a packed up house, not a deed-in-inventory house.
Could that be why #3 doesn't happen?
Haven't dared to attempt #4 yet...

The "You've placed a structure" message may not show up until you actually enter the house or possibly even until a server pulse (not reset). There should be no problem with declaring residency, though, which is necessary for you to become a citizen.
There seems to be some issues with packed-up houses and "Structure Added" e-mails. We're trying to track it down over in the Politician forums.
