If not Can I use a house as a temporary residence while I move my main house?

Every time I have ever moved my residence it changed my militia status. I had to re-declare residence and be re-instated in the militia. This happened if I didnt re-deed my declared one, but just swapped one 'residence'house for another in the same city, but I havent tried it since house pack-up. I would imagine it undeclares you as citizen though, since the lots within that city are now 'free'. If I were you I wouldn't pack the house until the Mayor was around to re-instate your Militia status.
This is a good question, I'd be interested to know also.
When someone changes their residence, the Mayor generally receives two e-mails: the first of a "Lost Citizen!" and then followed by a citizen gained e-mail. Basically what the system does when you change your residence is removes you from your previous residence (which would cause you to lose citizenship) before it places it on the new residence (which brings you back into the city). This generally happens within a minute of each other.
You would need to be added to the militia again after changing your residence since militia status is lost when you are removed from the city temporarily.
