Of course if not the right board, Im sorry in advance.
Our mall which is in a large Tat guild hall is owned by a person that has not been in game for about 6 months. We feed it money to keep it up of course, and there are a few people on the admin. list.
However with talk of a possible non-active player purge, what will happen to this structure? We have about 30 vendors in there and I'm afraid of what may happen when/if this purge happens?

bye bye merchants and everything along with it. i suggest if it does come any closer to a purge go panic and take everything off the vendors.

I would move your mall to a different location, one question though that may be a issue the moving houses into the data pad is supposed to be the server perge Im wondering if this person who has been out of game for 6 months if structures with vendors will go poof as it is right now you cant pick up a house with vendors so your mall might not go poof. It will depend on how the dev's handle that issue with housing.

It's difficult to respond to this when we don't know how they're planning to do this or even when. But it's best to take some proactive action while you have a chance to do so.
