Tried to grant zoning, and get a message saying you need to be the mayor or militia.
Which I am, but can not grant zoning, did it get broken with todays reset patch ?

Are you mayor or are you militia? There's a bug going around which randomly removes people from the militia list. There's no way to fix it other than to have the mayor re-add them to the militia.
