i think a city needs to be levl 3 to place a shuttleport and the polititions needs a certain skill level as well.

There's no way to make an instant-shuttleport city. It will take at least 4 weeks at the very minimum to reach that point.
Player Cities update once a week (you can find out your update time using the City Management Terminal in City Hall). If you have enough citizens for the next rank, you go up to the next level. You can't "jump" levels. Meaning if you end up with 55 citizens your first week (pretty much impossible, though, considering the size limit of an outpost) you would go from Rank 1 to Rank 2, not to Rank 4 (which is when cities gain the ability to have a shuttle).
It is not impossible to build a city away from another shuttleport. With vehicles, it doesn't take much time to cover quite a bit of distance. It takes a bit more dedication, but in the long run that dedication will benefit you because you'll have citizens that are willing to stick with the city.

The politician also requires the skill Fiscal policy 2, so if your new mayor is a noob its impossible.

this is pretty easy to get though. you should have it by the time you reach lvl4 easy
You can place your houses (leaving adequate space for the city hall) and then when you do place a city hall, at least 10 citizens within city limits (150 meters radius at rank 1 Outpost, city hall being the center point) will need to declare residency in their houses there within 24 hours. Or your city hall will autodelete.
It's simpler to just have 10 or more citizens ready to go, with small house deeds in hand, drop your city hall, everyone drop their houses within your 150 m radius, declare residency.
Also, don't dump a lot of money into the city treasury until you're sure you have the residency requirement met within 24 hours. Because if you don't and your city hall poofs, the money goes with it.
