For static cities
1) Diversification of public amenties. Namely cantina's and spaceports, shuttleports being planet specific designs as well would be nice. Every Starport and Cantina basically looks identical at the moment with but a few changes like plants in some of them. Different designs and layouts internally would be good. Especially as everyone always uses the same left hand direction out of the Ticket Terminal to get to the shuttles so the right hand route is completely unused. Giving them a purpose would be good, like turning it in to a mini bar area.
Doctors commonly hang out in major Starports but entertainers can't as they need to be in a cantina. (Often half way across the city.) Turning the right hand fork out of the Ticket Terminals in to a bar area, (Smaller than the cantina though,) would certainly utilise the area and allow people to roleplay there as well. (Half cantina BF recuperation rates or something.)
Starports especially need an overhaul for design as Theed is the only distinctly different Starport, and that is based on what is seen in Episode 1. More new designs.
2) NPC's not being bunched up together, or all standing on top of one another.
3) Themeparks for major cities like RontorZigg mentioned. Coronet could have a Corsec Themepark, (perfect for JTL Neutral/Corsec players,) Theed could have an RSF themepark, Bestine SMugglers Alliance one, and Mos Eisley a Valarian Themepark. Other cities could have other appropriate ones.
4) Rori needs more content. On Chimaera, (can't speak for other servers,) it is basically dead. There are a few cities, but they are all always empty. Nothing really spawns there except for specific missions, and around the Starport cities. It needs more content to make a place to go to.
Perhaps a Gungan Dissident themepark ??
5) Increase in Imperial Presence as per JuCat's suggestion. Basically any Overt Rebel or even a Covert Rebel in Faction armour or clothing should be attacked on sight by Imperial NPC's.
6) Enlarging Starports and have occasional ships landing and taking off like the regular shuttles we see now. Perhaps in a separate area with terminals for JTL players so it feels like they are going in to the privately owned Docking Bay's section of a starport. It would also add more of a busy feel to things than a single shuttle landing every 5 minutes, and the overflying background ships, (which look great but most people don't even register them)
7) Random landings by spawn's. At the moment the only random landings by ships are Imperial Shuttles dropping off patrols of Stormtroopers. This could be expanded to X-Wing's landing (emergency landing,) or criminal organisations/pirates landing and attacking anyone who gets to close. It would make spawns different and diverse compared to mob's hanging around flags or camps. (One of the best landings I saw was a Stormtrooper patrol landing right next to the Anchorhead Shuttleport to chase a player. Stormies didn't last very long but it was great to see them land in/near a town rather in the middle of nowhere with no one watching.)
8) Imperial Army patrols. Everyone always thinks of Stormtroopers and forgets the Imperial Army has regular human Soldiers as well. It would be nice to see some of them patrolling as well. Especially around Imperial controlled cities and towns.
9) Something to be done about city lag
10) Something to be done about restricting city spammers like those found outside of Coronet Starport on every server. Its incredibly frustrating to lag badly when coming out of the Starport in to a wall of spatial messages being spammed out every 10 seconds. Someway of restricting spatial messages or forcing spammers to move a bit further away would be great.

NPC cities also need more "scripted" NPC events to make them feel more alive, not just the same NPCs satnding around 24/7. Make the marchats and trainers leave their spot once in a while to go and deposit their cash at the bank. Just make them DO something and not just be zombies.
I agree with you on this one. I've made the suggestion eons ago but noone ever listened.

I would love to rent an apartment. Some of the cities iin this game are beautiful, and sadly, quite barren. I'd love to move to Keren, or Deeja Peak.
Doing BH missions has taken me to areas of Naboo I've never had reason to go to, and when I see these places I think what a waste. Players cities quite frankly look like trailer parks.

I would like to see starports spaced out in static cities. I think they're too close, and in some cases, right in the middle of cities. The congestion they bring really warrants that they don't exist where they do now.
I would like to see them exist on the edge of cities rather than where they are right now and possibly space the cities out to (maybe) reduce the congestion so cities are as lag free as can be possible. Maybe then we can add apartment complexes to them.
Just my thoughts.

Tram system/sub way system between static cities in addition to the shuttle port

1. rentable apartment complexes
2. player mayors/city council/etc
3. "market square" where merchants can place vendors, advertise shops elsewhere, etc
4. more variety in floorplans of buildings we can already access
5. more accessible buildings
6. move trainers to profession-based guild halls, ie a "crafters guild" would have all crafter type trainers inside the guild hall, a "combat guild", etc

i would like to live in a "static" city. IMHO player citys are a Ready for prime time.

We definitely need rentable apartments/buildings/hotel roomsto live up the static cities!
Once an empty building/apartment is rent, you could drop items in there, put up vendors and pay maintenance just like in player houses. Once your maintenance (rent)reaches 0, you would be kicked out of the building/apartment and your items/vendors would be deleted, making room for a newcharacter to move in.
How I would love to rent a sleazy apartment in Mos Eisley...

Seedier cantinas,
Seperate then the exsisting ones, maybe faction specific, like a Hutt night club, or Spice Fiend casino!
You need a specific amount of faction to enter, and maybe the npc's can give some tougher, but rewarding missions.
Just like in real life!

Rentable apartments to bring people in to actually live in the major cities.
And
Roads connecting each major city making ground vehicle and foot travel much easier between them thus increasing interaction.
