not true, they take up 1 lot each, Example: My city hall and garage take up a total of 2 lots.
Actually, it is very true. City Halls, Garages, Cloning Centers, Shuttleports, and Gardens do not take lots. The two lots that you think are due to the city hall and garage probably belongs to a house or some harvesters that you forgot about. I'd suggest putting in a CSR ticket and see if they can help you figure out where those lots are.

Solution really isnt granting more lots, but perhaps granting more storage for crafting professions as bennie of a skill they attain. Which you have already.
If course Merchants already get this bennie, they can cram stuff into their stock rooms they just need a minimum of Business III, and of course the more vendors they drop the more storage they gain (just have to pay maintenance on the vendors)
At this point its back to the "do you want to be a crafter and not a merchant?" question.
But as it stands the simple answer is if you need tons of storage, drop lots of merchants. (yes there are limitations but thats what we have to work with)
Perhaps a skill could be granted for the elite crafting professions that would grant them something like a merchant but its only a private storage device, and as they progress in skill, so does the device capacity. The device itself would be crafted perhaps be a DE. The device would function more like the saftey deposit of the bank. The device would also require maintenance to be paid on it, and fees would increase along with its capacity.
Perhaps 100 items at Rank I, +100 items for each rank up to IV, +400 Items, and a +100 items for Master level.
