Monz, if you really want the flavor of a war, then lobby for restrictions on travel to partisans. I think it's somewhat silly that special forces and combatants can freely travel to enemy-controlled cities and even enemy military outposts without restriction. It seems to me that adding realism in that respect should come before adding realism by making non-combatants play experience more troublesome.

6. The structure purge will be removing buildings placed by accounts that have been cancelled more than 6 months. Many of these "ghost cities" will fall when this happens.
7. Just because you don't see someone in a particular city when you go there does not mean that it is an inactive city. We have many different time zones interacting here, and not all city activities take place in the actual city.
Should I go on or does that make things a bit clearer?

long awaited purge will happen 1 time 2 months later all planets will be full again and 2 months after tthat most of those ppl will be gone again, leaving dead cities again, which make it impossible for new players to start cities,
city purge is not the answer its only gonna happen once every 2.5 years or so
my system will keep a permanant balance to afk deactivated accnt cities

Perhaps you don't understand the purge, it isn't a 'one time deal', once it starts it will happen every month for long standing deactivated accounts. Cities will be cleaned up and sure, you're going to get more dead space over time, but it'll go away again as well.
Your system does nothing but allow pure girefing. How fun would it be to log in and find your house destroyed because you pissed someone off and they blew it up while you were offline? You place another one, they come back and do it again and again and again and again or take out your entire city just to spite you. I'm sorry, but that kind of system will never make it into the game.
Blowing up houses and guild halls? Thats a horrible mechanic for an MMO type game, sorry. In a game like say Star Wars Battlefront or something, sure. Your bases don't mean a darn thing to you.
But in an MMO, you spend time and effort getting a house, decorating it, building a guild, and whatnot. If structures were destroyable, you'd have people who do nothing but go around destroying just because they can and they like to cause pain to others. No one would even bother with a house. Bases are ok, because you don't invest anything in them but FP, and you have the knowledge that they are succeptable to attack. Which is why they won't ever allow you to decorate bases.

your system will also pretty much make most people not want to live in a city. Think it through. Who would live in an attackable player city? Instead people would all live in non city areas - spreading out houses in random spots all over the place. Player city perks would be useless if ur PA hall and ur guild TAG could be wrecked - for that matter who would engage in a guild war if losing meant ur guild gets disbanded? lol no way man - sorry to say but you're WAY off on this one.
