Not always. One person I know created a character, placed houses, then deleted the character and placed more houses. Then they quit after the CU. All of the houses from both characters are still there.

They are getting close to being ready to clean up structures from cancelled accounts. They recognize the impact condemned housing has had on the landscape, but I did not get the impression that condemned houses themselves were part of the purge; it is a separate issue that will need to be looked at. The system for purging the structures of cancelled accounts is ready to go, but there are some infrastructure things that need to be taken care of before it can be put onto TC and then to live. The structures themselves will not be destroyed. They will essentially be "rolled-up" and placed into the character's bank account; this is also something they want to allow players to do in order to make moving easier. The plan right now is to send out e-mails to *everyone* about the structure removal system. They also stated that they will try to let mayor's know ahead of time what structures would be affected when the purge goes through.
